I have found it impossible to host or join online games even in uim versions because new online protocols require you to have a static (generic) ip address and because Windows 7 and later versions of Windows no longer support directx and directplay which network games depended on.
Had no problem hosting a server on Windows 10 and connecting to it on Linux over LAN. Should work over the Internet. Windows 7 and later still supports directplay, you just need to enable it: www.thewindowsclub.com/how-to-install-and-enable-directplay-on-windows If directplay was no longer supported, we would not still be playing multiplayer games of GTA2.
