I have the ability to change ownership of hangars in my server that are otherwise useless and can't be bought by normal means. I am willing to sell them on these conditions:
1. You must already own a normal hangar 2. A Premium Hangar will cost you $500000 3. The money must be in one of your normal hangars and will be deducted upon purchase 4. These do count towards the 3 hangar limit "guideline" 5. First come, first serve. Do not stake a claim to a hangar unless you have the money. 6. Only 1 premium hangar per player. Do not try to smurf your way to more hangars please.
Note, that I am willing to sell some of the pirate hangars, one in each crater, so you must choose which one you want. The other ones become non purchasable once another player owns one. (this may be reviewed at a later date, but for now, this is how it is). I tried to get Abandoned Terminal to work, but even after you transfer ownership, the hangar is still set to private, so it wont work. Feel free to point out any other hangars that could be added to the list.
Here is the list:
***Downtown*** Customs Block
***Port*** Mass Driver 1
***Mines*** Air Purifier M Prison Oubliette Concealed Hideout or Sith Manor
***Haven*** Hideout 1 or Hideout 2
***Midway*** Hideout 3 or Hideout 4 or Hideout 5
***Reservoir*** Secluded Residence or The Pit

I bought Air Purifier M for 500k. Hangar acts weird in that everything seems to work except I can't adjust prices on anything. So I'm using it to privately manufacture Holograms (requires a lot of gems) which I may sell to public hangars or from my main hangar in Riverside.

Have you tried, hangar access, public inside of Abandoned Terminal?
Also this just my theory,
In the plot you gain access to the Abandoned Terminal, however if you have any weapons other than the Afterburner, I have never tested this with holograms, but you are not allowed entry.
NOTE: This story happened playing the VANILLA game. No patches or mods. Slight RANT warning.
Before my first successful play through, I had discovered that God Hangar worked when equipped to a joystick bind^1, and had discovered the indestructible moth glitch, thanks to my nervous impatience.
When it came time to use Syd's moth in the plot and getting targeted by the world. I was able to quickly teleport to the God Hangar and then board my indestructible Neo Tiger (iNeo), after launching it my radar continued to fill with targets till the sky darkened around Downtown 05, where Syd's moth now resided, and the A.I. completely ignored me. Since the que Downtown 05 existed in a half a kilometer ~ 3/4 mile radius with moths bumping into each other every second. I was forced to teleport to the G.H. and then teleport, on foot, to reach enter Downtown 05 (TI Commands were yet to exist as far as I know, or could have knew.) and then arming Syd's Moth to the Teeth, teleported with it to the Knocking Ship(?) in Mines to fly to the Abandoned Terminal (A.T.). As soon as I launched the world again targeted me and I flew at full speed with the afterburner to A.T. and tried to dock, since that building refused my entry I was getting nervous as the first ships began to enter Port, where they suffered power loss and then complete destruction, parking Syd's moth into the Mass Driver, since I didn't want all of the traffic around DT 05. I teleported to DT 05, picked up the iNeo and launched, flying around for a while I only saw a few ships and they all were headed to Port, following them I found them one, two at a time going to their demise. Cargo and tons dare I say kilotons of Scrap Metal littered the floor of Port and occasionally I would greedily take a few pot shots at pirates and Klamp-G ships to get the bounty.
1) My joystick at the time only had two buttons and it was still worth losing one.
It seems from that experience and another experiment that you could land in the A.T. with no weapons.^2 Supporting this is the fact that I have beat the game in an unarmed iNeo Tiger. Though in retrospect I have never attempted to make any other Moths indestructible.
2) It could, in theory, cause the game to register victory even if the plot is off. . .
EDIT: I know you have said no by passing only three, however what if the only hangars one owned were ones in each crater in your above list?

I haven't logged in in about 2 months (mainly due to other player inactivity/interest)
But I do/did own 4 hangars (only the 1 'premium' hangar).
