According to the U2.01 release notes:
1. Does anyone know the locations of where these Swallows are based? 2. Are they fixed locations? For example, are they always in the same location on every new game? 3. Are these Swallows still "stealable" in the later versions such as U2.04?

Swallows were always able to be stolen AFAIK, that's why when you buy one in a multiplayer game you want a Thug to sit it one if your hangar is public

Yes, perhaps that's true. However, I think the readme was pertaining to the fact that in the single-player story(?), some Swallows had been left in some hangers during story play, and not multiplayer. Hence the information about the single-player pirates to watch out for.
I'd like to find the locations of those Swallows in the single-player story, if indeed they do exist.

Here are the answers for your 3 questions about the Swallow moth.
1. Four unowned Swallows are available in the following locations: Riverside Construction - Riverside crater, Waterfront Booze - Riverside crater, Alpha Construction - Alpha crater, and Highrise Construction - Highrise crater. 2. Yes, they are always in the same locations in every new game. 3. The unowned Swallows are only available in the U2.04 patch. They, unfortunately, do not appear in the later patches; nonetheless, for a small consolation, they can be built in both Downtown Moths and Highrise Motors, provided you find the right amount of materials to build one. Here's a page on how to build a Swallow for your own personal use.
