Swallow isn't showing up in production

Like the title says, Everything in the game runs smoothly, but I spent hours getting enough money and materials only to find out the Swallow won't show up in any of the moth sale hangers. I tried supplying the hangers multiple times but it only produces moon moths, hawks, and neo-tigers. (with the occasional silver-y) 

What exactly am I doing wrong? 

I have UIM06 installed too. Thanks for the support! Can't wait to fly in this puppy!

Have you been supplying Cell 3's?

It probably needs to make Death Heads and Police moths before it will make Swallows.

Cell 3's for swallows? O.o They need cell 1 only but it is weird they are not producing DH's or any police's

...because it needs to make DHs and PLs first which requires Cell 3s...
