This terminal interface command would make it possible for admin to sell ai businesses to the player,the default setting for this is "hangar owner":none

I thinks he means that the server admin can "sale" ai businesses to players, such as The After Dark, Downtown Moths, Charlies Pizza etc.
If it is possible, I admit I never thought to mess with that and am not sure if the TI command can be used that way, it would probably create crashes and other unwanted effects. I traded the names (renamed them) of The After Dark and the Vacant Building beside it once, after that no could could use the Nav menu without crashing the server. And if Police HQ or another important building develops a name glitch the game becomes very unstable, if it runs at all.

MSGC does a constant check to make sure Police HQ doesn't get renamed or possibly some other attributes changed, so I know messing with that hangar can break stuff.
Its possible that giving ownership to a player might not break the game, but I feel that it probably can't be a Faction or Police hangar since they are actually owned by their respective HQs.

You can actually own ai businesses,I have owned every ai business in the game,the only ones that caused a crash was police and faction hqs.Every ai business except hqs can be duplicated and renamed without causing a crash for example I turned thunderbase into a duplicate of Dr jobs weapons and named it "bombs r Us" and changed gamma h3 into a copy of downtown recycling and the ai would sell scrap to it and it would even send out "wanted scrap Metal" messages.

The hexadecimal code next to the hangar name in the savegame determines what type of hangar it is,it's owner,whether it is public,sales on etc.You just find this string (it's about 8 bytes long) copy it and paste it to overwrite the string in the desired hangar.That's all.

This could in theory give players more functional hangars (that AI would sale to) if anyone made a script that would edit these without much trouble.
